Grading System

Each student is graded on individual achievement. The numerical grading scale:

4.0 A 95 - 100 Superior
3.7 A- 90 - 94 Excellent
3.3 B+ 87 - 89 Very Good
3.0 B 84 - 86 Good
2.7 B- 80 - 83 Fair
2.5 C+ 79 Minimum Passing
2.0 C- Not Acceptable
(C+ & C-Report to Academic Dean)
  • · Doctoral and Master’s Programs are allowed 7 years for completion.

Seven years is the maximum allowance for completion of the Doctoral and Master programs. Four years is the maximum allowance for completion of the BA program, two years for the AA program and one year for the Diploma program.

Students may appeal for an extension to the Program Director for consideration of a maximum allowance extension under extenuating circumstances. Extension of these completion dates is up to the sole discretion of HIS University.

Every two years HIS University offers all Doctoral and Master program courses. Every 4 years HIS offers the Bachelor of Arts program courses, every 2 years the Associate of Arts program courses and every year, the Diploma program course cycle. Dissertations and Practicums are not included in these course cycles as the student may determine their own schedule for these within the guidelines of the maximum allowance for completion of their respective degree programs.

Withdrawal Grades
  • · A "W" indicates an official withdrawal from a course and is not averaged into the student's grade average.
  • · A "LW" indicates a late withdrawal. Students who withdraw after the deadline for dropping a course will receive a "LW" grade (LWA, LWA, LWA-, LWB+, etc…). This will influence the grade average the same as an official grade.
  • · Students who register for a class but do not attend it are automatically given an unauthorized withdrawal grade of "UWF" which will influence the grade average as an "F".

Plagiarism is both unacceptable and inexcusable. The Academic Affairs Committee will determine the appropriate action for any such offense.

Right to Cancel

Students have the right to cancel the Enrollment Agreement and obtain a refund. If written notice of cancellation is made prior to or on the first day of instruction, or the seventh day after enrollment, whichever is later, the institution shall refund all HIS charges, less the deposit or Application Fee not to exceed two hundred and fifty dollars ($250) and less any other deduction for non-refundable fees. Cancellation shall occur when the student gives dated, written notice of cancellation at the address of HIS University shown on the cover of this Enrollment Agreement.

The written notice of cancellation, if sent by mail, is effective as of the postmark date, properly addressed with postage prepaid and need not take any particular form. The student should request and keep Proof of Delivery from the post office until their refund is received. Refunds are paid within 45 days from receipt of written notice. If the student has received federal student financial aid funds, the student is entitled to a refund of monies not paid from federal student financial aid program funds.

Refund Policy: Programs and Courses

The student may withdraw from a course(s) after instruction has started and received a pro-rated refund for the unused portion of the tuition paid and other refundable charges if you have completed 60% or less of the instruction. The refund is based on tuition paid and costs derived from the current HIS Catalog. The refund is calculated as outlined by the California State Educational Code. Tuition paid by a third party is refunded to that party. If HIS University cancels or discontinues a course(s) or educational program, the school will make a full refund of all charges unless a course or comparable program is substituted. If the student has received federal student aid funds, the student is entitled to a refund of Money not paid from federal student financial aid program funds. Refunds will be paid within 45 days of written Notification of Withdrawal. A pro rata refund according to the State Education Code shall be no less than the total amount owed by the student for the portion of the educational course(s) provided subtracted from the 13 amount paid by the student. The amount owed equals the daily charge for each course [total institutional charge, divided by the number of days in the course], multiplied by the number of days a student was scheduled to attend, prior to withdrawal. If the student has completed more than 60% of the period of attendance for which the student was charged, the tuition and fees are considered earned and the student will receive no refund.

The student has the ability to cancel without financial obligation other than non-refundable fees, not to exceed $250, no later than the first class of the semester. The students who choose to cancel enrollment should notify the school’s administrative officer by written notice via mail. The remaining tuition, (tuition charges remaining after subtracting the non-refundable fees already retained) will be refunded based on the course completion ratio and the tuition percentage listed below.

STRF - Student Tuition Recovery Fund

The Student Tuition Recovery Fund (STRF) was established by the Legislature to protect any California resident who attends a private postsecondary institution from losing money if he/she prepaid tuition and suffered a financial loss as a result of the school’s closing, failing to live up to its enrollment agreement, or refusing to pay a court judgment.

You must pay the state-imposed assessment for the Student Tuition Recovery Fund (STRF) if all of the following applies to you:

  • 1. You are a student in an educational program, who is a California resident, or are enrolled in a residency program, and prepay all or part of your tuition either by cash, guaranteed student loans, or personal loans, and
  • 2. Your total charges are not paid by any third-party payer such as an employer, government program or other payers unless you have a separate agreement to repay the third party. You are not eligible for protection from the STRF and you are not required to pay the STRF assessment if either of the following applies:
    • A. You are not a California resident, or are not enrolled in a residency program, or
    • B. Your total charges are paid by a third party, such as an employer government program or other payers, and you have no separate agreement to repay the third party.

The State of California created the Student Tuition Recovery Fund (STRF) to relieve or mitigate economic losses suffered by students in educational programs who are California residents or are enrolled in a residency program attending certain schools regulated by the Bureau for Private Postsecondary and Vocational Education.

You may be eligible for STRF if you are a California resident or are enrolled in a residency program, prepaid tuition, paid the STRF assessment, and suffered an economic loss as a result of any of the following:

  • · The school closed before the course of instruction was completed.
  • · The school’s failure to pay refunds or charges on behalf of a student to a third party for license fees or any other purpose, or to provide equipment or materials for which a charge was collected within 180 days before the closure of the school.
  • · The school’s failure to pay or reimburse loan proceeds under a federally guaranteed student loan program as required by law or to pay or reimburse proceeds received by the school prior to closure in excess of tuition and other costs.
  • · There was a material failure to comply with the Act or this Division within 30 days before the school closed or if the material failure began earlier than 30 days prior to closure, the period determined by the Bureau.
  • · An inability after diligent efforts to prosecute, prove, and collect on a judgment against the institution for a violation of the Act.

It is important that copies are kept of the enrollment agreement, receipts, or any other information that documents the monies paid to the school. Questions regarding the STRF may be directed to the Bureau for Private Postsecondary and Vocational Education, 400 R Street, Suite 5000, Sacramento, CA95814-6200, (916)445-3427.
